Destiny 2 character present but expansion missing: check the platform license
Destiny 2 Cross Save can make the selected characters available across linked platforms, but it does not transfer expansion licenses between platform accounts. Seeing the expected Guardian and being able to enter a particular expansion are separate checks.

Confirm the active character set
Bungie explains that Cross Save selects one active account’s characters. It does not merge characters from several accounts. Check that the visible characters are the ones you selected before interpreting a missing character as a missing expansion.
Check the expansion on the platform in use
Record the exact activity or expansion named by the access message, then inspect that platform account’s ownership. Illustrative case: the expected character appears on a second platform but an expansion entry says ownership is required. That is a license check, not evidence that the character transfer failed.
Avoid using account unlinking as the first test
Bungie documents restrictions around disabling and re-enabling Cross Save. Preserve the current account state while you gather the platform, product and error message. If ownership appears correct, use those details in a support request instead of creating another character or repeatedly changing links.
