Factorio steam power stopped: check boiler fuel before adding more engines
A steam engine needs steam; placing extra engines does not fix a boiler without fuel or water. Follow the production chain and inspect where it stops. After a blackout, an electric inserter feeding the boiler can itself be waiting for the power the boiler is supposed to produce.

Trace the input chain in order
Inspect water reaching the boiler, fuel in its burner and steam leaving its output toward the engine. The Factorio Wiki distinguishes the boiler's water connectors from its steam output. Check the actual connection before treating every nearby pipe as the same fluid path.
Break the electric-fuel restart loop
The boiler reference warns that powered inserters cannot feed fuel when electricity is unavailable. For a small illustrative setup, put fuel into the boiler to establish generation, then confirm that normal fuel delivery resumes. A fuel-powered burner inserter can provide another restart path, but its own fuel supply still needs attention.
Compare supply and demand after generation returns
Steam engines convert steam energy to electricity. Once inputs are working, inspect the electrical network's production and consumption rather than assuming any spinning generator satisfies the entire factory. Restore a stable fuel path and check the result before expanding the same broken design. Large-grid restart needs can exceed what one small recovery path supports.
When your plan breaks
| What happens | What to change |
|---|---|
| More engines did not restore production | Check the upstream boiler's water, fuel and steam connection. |
| Fuel sits nearby but the boiler remains empty after a blackout | Inspect whether the feeding inserter also needs unavailable electricity. |
| Generation resumes but the factory still struggles | Inspect the connected network and compare sustained production with demand. |
Quick answers
What should I inspect before expanding power?
The first missing input or failed connection in the existing water–fuel–steam chain.
Does one burner inserter guarantee every large grid restarts?
No. Check sustained delivery and the actual restart load rather than generalizing a small example.
